Performance faults on a valve are usually mechanical, and the mechanism is doing something harder than it looks: rotating a seal against coolant pressure, at temperatures from below freezing to boiling, for the life of the car. Deposits, a failed seal, or corrosion where a plastic housing meets a metal shaft are the ordinary causes, and a valve that has sat in one position for months is the one that sticks.
