What this code means
The second battery energy control module is not performing as expected.
A second battery energy control module means the pack is large enough to be managed in parts, which fits the vehicle implied by everything else in this range — six voltage sections, five lettered packs, six generator phases.
The division is not arbitrary. A module can only supervise so many cell groups: it has a fixed number of measurement channels, a fixed number of balancing outputs, and a fixed budget of time to read them all often enough to be useful. Beyond that, you add another module rather than a faster one, and they cooperate over the vehicle network.
Which introduces a failure this family alone can have: the two modules disagreeing. Each is right about its own half and neither can see the whole, so the pack-level figures — state of charge, available power — come from combining them. A module that is not performing corrupts that combination without any individual measurement being wrong.
This is the P0700 pattern again: a pointer rather than a diagnosis. The detail is in that module's own memory and needs a tool that can address it directly. And the two cheap causes come first — software, and a module that was replaced without being configured for this pack.
