What this code means
The EGR cooler bypass valve is stuck in the open position, so recirculated exhaust gas is going round the cooler instead of through it.
Stuck open is the specific failure this code names, and the direction matters. With the bypass permanently open, exhaust gas is fed back into the intake hot — which is right for a cold engine and wrong for everything else.
Hot recirculated gas raises combustion temperature, and the whole point of cooling it was to keep that temperature down so nitrogen oxides do not form. So the emissions consequence is direct: NOx output rises, and on a vehicle with reductant dosing the SCR system is asked to deal with more than it was designed for. Expect related codes downstream.
Carbon is the cause in the overwhelming majority of cases. The flap and spindle sit in the soot stream, and the deposits build until the mechanism no longer returns. A valve that has been stuck for a while has usually been sticking for much longer, setting intermittent codes that were cleared.
Cleaning is often a genuine repair here rather than a delaying tactic, provided the actuator itself is sound and the spindle is not worn. Ask for it before agreeing to a new assembly, which is an expensive part.
