What to do
Describe how the car behaves in the first few minutes from cold, because that is where this fault lives — rougher running, more smoke than usual, a longer wait before the heater works. Once the engine is warm the fault is invisible, so a workshop taking the car out warm will find nothing wrong.
Ask whether the valve can be cleaned rather than replaced. Carbon is the usual reason these stick, the assembly is expensive, and a flap that moves freely afterwards is a genuine repair.
Expect particulate filter codes to follow if this is left. The cooler takes heat out of the exhaust that the filter needs in order to burn its soot off, so incomplete regenerations and a filter warning are the next chapter rather than a separate fault.
Short journeys make all of this worse. An occasional longer run at sustained speed genuinely helps keep exhaust recirculation hardware from coking up.
What this code means
The EGR cooler bypass is stuck in the closed position, so recirculated exhaust gas is going through the cooler all the time — including when the engine is cold and the strategy wanted it hot. The mechanism, and the opposite failure, are at P24A5.
The reason a bypass exists at all is the key to this code. Exhaust gas is recirculated to lower combustion temperature and with it the nitrogen oxides that form there, and cooling that gas first makes it far more effective. But a cold engine wants precisely the opposite. Cold, dense, cooled exhaust fed into an engine that has not warmed up gives poor combustion, more unburnt fuel and a colder exhaust — so the bypass routes the gas straight past the cooler for the first minutes and closes once everything is up to temperature.
Stuck closed means that first stage never happens, and the symptoms follow directly: rougher running from cold, white smoke on a cold morning, slower warm-up, and worse cold-start emissions than the vehicle was certified with.
The diagnostic property that matters is that the fault disappears. Closed is the correct position once the engine is warm, so a road test ten minutes after starting finds nothing wrong at all. The complaint is entirely about the first few minutes, and a workshop that takes the car out warm will not see it.
The second cost is heat, and it lands on the particulate filter. A filter regenerates only when exhaust temperature is high enough, and a cooler left in circuit takes heat out of gas the strategy was trying to keep hot. Regenerations that begin and do not complete leave soot behind, so a stuck bypass reappears weeks later as a filter restriction code and gets treated as a filter problem.
The third cost falls on the cooler itself, which is part of why the bypass is there. Cooling exhaust gas below its dew point condenses water that is strongly acidic, and the cold-engine minutes the bypass was meant to skip are exactly when that happens. A cooler run that way corrodes from the inside, and an EGR cooler that finally cracks puts coolant into the exhaust — white smoke and coolant disappearing with no visible leak.
Carbon is the usual reason it will not move, as it is for everything in the recirculation system: the flap and its spindle sit in the soot stream and the deposits build until the mechanism stops returning. Ask whether it can be cleaned before agreeing to a new assembly, which is not a cheap part.
