What to do

This is an electrical fault in the wiring to a valve rather than a mechanical failure, so ask for the connector and harness to be checked before the valve is replaced. Corrosion or heat damage to the wiring is a common finding here, and it is a much cheaper repair.

The car will generally drive normally, though emissions will not be controlled as intended and it may take longer to warm up.

Mention any recent work in the engine bay. A connector left unlatched or a loom pinched during another job produces this code, and knowing where to look saves diagnostic time.

What this code means

The control circuit for the EGR cooler bypass valve is sitting at a higher voltage than the module commanded.

This is an electrical code rather than a mechanical one, and the distinction matters because it points the diagnosis somewhere completely different from the range/performance version of the same fault. The module is not complaining that the valve moved badly — it is reporting that the wire itself is not behaving.

A control circuit reading high usually means one of three things: the wire has shorted to a supply voltage, the circuit is open and the module's own pull-up is what it is seeing, or the driver stage inside the module has failed.

Check the connector first and check it properly. This valve lives in a hot, dirty part of the engine bay, and its connector suffers accordingly — corroded pins, a cracked housing letting water in, or a terminal that has backed out of the block are all more common here than a failed valve.

An open circuit and a short to power can read identically from the module's point of view. Measuring at the connector with the plug disconnected is what separates them, and it takes minutes.

Heat damage to the harness is the other frequent finding. Wiring routed close to the exhaust or the cooler itself becomes brittle over years of heat cycling, and the insulation fails where the loom is clipped or bent.
