What to do
Note whether the brake pedal has ever felt hard, even briefly, and treat that as significant. The fault may be electrical, but an intermittently sealing check valve produces the same reading and is a real loss of vacuum. Ask for a gauge to be left on the reservoir rather than only the wiring being checked.

Stored vacuum has real inertia — a sealed reservoir changes pressure gradually as the pump runs or a device draws on it — so a step change the module sees is electrical rather than pneumatic. That points at the connector and the harness.
One non-electrical explanation is worth eliminating first, because it is a real fault rather than a wiring one: a check valve that seals intermittently. A valve with debris on its seat holds vacuum sometimes and releases it other times, producing genuine steps in the stored pressure. That is the sensor working correctly and reporting something true, and the pattern — vacuum that collapses and recovers rather than drifting — is distinguishable on a gauge.
