P04D9: Closed Loop Exhaust Gas Recirculation Control At Limit — Flow Too Low
What to do
Ask for the EGR passages to be inspected, not just the valve. On a diesel with miles on it, the ports narrow with hard tar-like deposits until the valve can be wide open and almost nothing flows — and a new valve fitted into blocked passages changes nothing.
Ask whether the intake throttle valve has been checked too. It creates the pressure difference EGR needs to flow, and a carbon-coated one produces this fault with a perfectly good EGR valve.
Expect the repair to be mostly labour — cleaning passages is time rather than parts, and a quote weighted that way is not unreasonable.
Regular longer runs at sustained speed genuinely slow this down, so it is worth asking about driving pattern once it is fixed.
What this code means
The module has opened the EGR valve as far as it is permitted to and still cannot get the flow it wants.
This is a correction running out of room, which makes it more informative than an ordinary EGR flow code. The module is not reporting that flow drifted — it is reporting that it tried to fix it, went to the end of its authority, and failed. The restriction is larger than the control can compensate for.
That framing rules out the valve being merely lazy and points at a genuine blockage.
- The EGR passages are coked. This is the dominant cause on any diesel with mileage: the ports through the head or manifold narrow with a hard tar-like deposit until the valve can be wide open and very little passes.
- The cooler is blocked, which does the same thing further along the path.
- The valve is not physically opening as far as its position sensor claims, so the feedback is satisfied while the gas is not moving.
- There is not enough pressure difference to drive the flow — on a diesel that usually means the intake throttle is not creating the depression EGR needs.
That last one is worth checking early because it is cheap and commonly missed. A carbon-coated intake throttle produces low EGR flow with a perfectly good EGR valve, and the two faults look identical from the flow measurement alone.
Expect the passages to need physical cleaning, which is labour rather than parts.
