The spread between the pack's highest and lowest cell group has passed the limit the manufacturer set.
Same measurement as P0BBE, past a threshold — and the threshold is where the module stops treating imbalance as something to correct and starts treating it as something to protect against. Expect real restriction: reduced power, reduced charging, sometimes a refusal to use the battery at all. That restriction is the pack being kept inside the safe operating range of its worst group, not an arbitrary penalty.
The reason a limit exists at all is that imbalance is self-reinforcing near the ends of the charge range. A group that is already low is driven hardest by exactly the current everything else is comfortable with, so once the spread is wide the weakest group ages faster still. Left running, this code describes a pack getting worse at an increasing rate.
