The car drives normally. The powered tailgate will not operate, and that refusal is the system protecting you — it will not drive a heavy panel without working obstruction detection.
Check the handbook before forcing it open or shut by hand. On some vehicles the powered struts resist manual movement and forcing them causes damage; there is usually a defined manual procedure.
The wiring across the tailgate hinge is the usual cause. It flexes every time the gate opens, and it sits exactly where water runs if the rear screen seal, the high-level brake light or a spoiler mounting leaks. If the boot has been damp, or a rear light has misted up, say so — that points straight at it.
Watch the battery too: if the car thinks the gate is open it may never fully power down, and that flattens a battery in days.

A powered tailgate is a heavy panel driven by struts strong enough to lift it, and everything about its module's importance follows from that. The system watches for obstructions the same way a window does — by monitoring the effort the drive is taking — and it will not operate at all without that protection working. So a tailgate that refuses to move is the system behaving correctly, not a second fault on top of the first.
The wiring is the leading suspect and its situation is worse than a door's. The loom crosses the hinge line at the top of the aperture, flexing every time the gate is raised — and that is also exactly where water runs when a rear screen seal, a high-level brake light gasket or a spoiler mounting leaks. Flexing and water in the same place is why tailgate looms fail more than any other body harness except a sliding door's.
Two practical consequences worth passing on. The gate can normally still be operated by hand once released, but on some vehicles a powered strut resists manual movement and forcing it damages the mechanism — so the handbook's manual procedure is worth reading rather than guessing. And a gate the vehicle believes is open keeps it awake, which is the flat-battery mechanism described at U0215.
