Cruise control will not hold speed
Cruise control engages and then fails to do its job — losing speed on a gradient it used to hold, surging past the set speed, or dropping out on its own. Distinct from cruise control that refuses to engage at all, and the distinction matters because the systems that cancel it are the interesting part: a brake light switch that is marginal, a clutch switch, or a road speed signal that drops out briefly will all disengage cruise as a safety measure. So a cruise fault is frequently a symptom of something else and worth reporting alongside anything else the car does at the same moment.

What this usually means
Distinct from cruise control that refuses to engage at all, and the distinction matters because the systems that cancel it are the interesting part: a brake light switch that is marginal, a clutch switch, or a road speed signal that drops out briefly will all disengage cruise as a safety measure.
So a cruise fault is frequently a symptom of something else and worth reporting alongside anything else the car does at the same moment. A cruise that drops out over a particular bump, or at a particular speed, is describing an intermittent input rather than a cruise fault.
Losing speed on a gradient it used to hold is a different matter and is usually the engine rather than the cruise system. Cruise asks for torque; if the engine cannot deliver it, the car slows and the cruise system is reporting honestly. So a car that will not hold speed uphill, and also feels flat when driven manually, has a power complaint rather than a cruise one.
Surging past the set speed points at the control loop — a throttle response the module did not expect, or a speed signal that is noisy. On an older cable-operated system it can be a sticking actuator or cable.
Dropping out on its own with no pattern is the intermittent-input case, and it is caught the way every intermittent is: log the road speed signal and the switch states on a drive that reproduces it, rather than testing statically.
And on an adaptive system, dropping out is often the forward sensor losing confidence — in heavy spray, in a tunnel, or on a sharp bend — which is designed behaviour rather than a fault.
