Glow plug light stays on or flashing
The coiled-filament symbol on a diesel dashboard. Normally it lights with the ignition and goes out within a second or two once the plugs have warmed — that is the lamp doing its job, and it is why the car should not be cranked until it clears. Staying lit after the engine is running, or flashing, is a different message entirely: on most diesels the coil light doubles as the engine fault lamp, so a flashing one is that vehicle's equivalent of a check engine light rather than anything to do with the glow plugs themselves. Note whether it flashes from cold or only once warm, because the two point at different halves of the system.

What this usually means
The coil symbol has two completely different jobs on most diesels, and confusing them sends the diagnosis to the wrong place. Lit with the ignition and going out within a second or two is the lamp doing its intended job — the pre-heat period — and it is why the car should not be cranked until it clears.
Staying lit after the engine is running, or flashing, is a different message entirely. On most diesels the coil lamp doubles as the engine fault lamp, so a flashing one is that vehicle's equivalent of a check engine light and has nothing necessarily to do with the glow plugs. Reading it as a glow plug fault is how a set of plugs gets fitted for an air mass meter.
Note whether it flashes from cold or only once warm, because the two point at different halves of the system. From cold, with hard starting and white-ish smoke, the pre-heat circuit genuinely is a candidate — the plugs themselves, the relay or control module, or their supply. Once warm, with the engine running normally, it is the fault-lamp function and the code will name something else entirely.
When the plugs are the fault, measure rather than infer. Each plug has a low resistance and they should agree closely across the set; a single failed plug is routinely tolerated in mild weather and only shows in a hard frost, which is why the complaint is seasonal. The control module is as common a failure as the plugs on many vehicles, and it is worth confirming the relay actually energises for the pre-heat period before condemning four plugs.
