The car will probably not move, and it should not be jump-started, bridged or coaxed into running. A high-voltage fuse operates because something drew a dangerous current, and the fuse is the only thing that stopped it. Arrange recovery to a shop equipped for high-voltage work — and be clear that the exact specified fuse must be used, never a substitute.

A high-voltage fuse has operated.
A high-voltage fuse is not a scaled-up version of the fuses in the box under the dashboard, and treating it as one is dangerous.
Interrupting several hundred volts of direct current is genuinely hard. Alternating current helps you — it crosses zero a hundred times a second, and an arc extinguishes itself at each crossing. Direct current never crosses zero, so an arc struck between the parting ends of a conductor will happily sustain itself and keep the circuit live through the plasma. A high-voltage fuse is therefore a sealed, sand-filled, precisely engineered device whose job is to quench that arc, and it costs accordingly.
Which is why it must never be substituted, bridged, or replaced with anything but the exact part. A fuse that cannot quench the arc does not fail safe — it fails as a short circuit inside a housing that is on fire.
And a blown high-voltage fuse is a symptom, not a fault. These do not fatigue and fail with age the way a small blade fuse does; they operate because something drew a current large enough to warrant it. Fitting a new one without finding what did that is how the second one gets blown, or worse.
This one protects the on-board charger's high-voltage side. It operating points at a fault in the charger or in the path to the pack — see P0D23, where a short on the charger output is what would do it.
