Cause
Failed camshaft oil control solenoid
The solenoid switching oil pressure to the camshaft phaser. Its screen blocks long before the solenoid fails, so cleaning that is the cheap end of the list — and because the phaser is moved by oil, a poor service history is evidence before any part is suspected.
Typically an easy fix. Often worth checking before paying anyone to look.
