U0428: Invalid Data Received From Steering Angle Sensor Module
What to do
Expect stability control off, and lane keeping and parking assistance unavailable. The car will not catch a slide for you, so take real care in the wet, on ice and on fast corners.
The single most useful question: has anything been done to the steering or suspension? A wheel alignment, a steering rack, work behind the steering wheel, suspension repairs — all of them disturb the reference this sensor uses for straight-ahead, and it has to be re-taught afterwards. If that was skipped, the car is confidently reporting a wrong steering angle with nothing actually broken.
That is worth pressing on before anyone quotes for a part, because on many cars this sensor is built into the column or the clockspring and is not cheap — while a recalibration is a few minutes with a scan tool.
If a lot of other warnings came on at the same time, that is normal for this fault: a great many systems depend on knowing where the steering is pointed, and they all object together.

This single sensor has more systems depending on it than almost anything else on the vehicle, and understanding why explains the breadth of the fault. It reports where the steering is pointed — which is the only direct statement of what the driver has asked the car to do. Stability control compares it against what the vehicle is actually doing; lane keeping steers with it; parking assistance places the wheels with it; adaptive headlights aim with it; and on many vehicles the electric steering and the four-wheel-drive systems use it too.
So an implausible steering angle disables a long list of systems at once, and that list is one fault.
The most important practical fact about this sensor is that it is calibrated rather than absolute. It measures rotation, and the system has to be told where straight-ahead is. That reference is learned, and it is lost or invalidated by a great deal of ordinary work: a wheel alignment, a steering rack, a clockspring, suspension repairs, or a battery disconnection on some vehicles.
A vehicle that has had any of that and was not re-zeroed afterwards reports an angle that is confidently and consistently wrong — which is precisely this code, on hardware in perfect condition. So the first question is what has been done to the steering or suspension, and the answer very often makes the repair a scan tool procedure rather than a part.
That is worth pressing before a quote is accepted, because the sensor is frequently integrated into the clockspring or the column assembly and is not cheap.
The safety consequence should be stated plainly: with stability control unavailable, the car will not catch a slide. It handles as a vehicle without the system, which is fine but is not what this driver is used to.
