This is a paperwork fault rather than a broken part, and it needs someone with manufacturer access rather than a multimeter. The car is refusing to accept a module that cannot prove it belongs to this vehicle.
If a second-hand module has just been fitted, that is almost certainly the answer. Modern modules carry a cryptographic identity tied to one car, so a unit from a scrapyard — even a perfect one with the right part number — usually has to be provisioned to your vehicle before it will work. Worth knowing before buying one.
Mention any recent programming, coding or software update, including one that seemed to fail or was interrupted. A voltage drop during a flash is a very common cause.
And if the car has been remapped or has aftermarket software, say so. It invalidates the manufacturer's signature by definition, and there is no way to keep both.

This code exists because a modern vehicle no longer trusts a module simply for being plugged in, and that change is recent enough to catch out people who have worked on cars for decades. Messages that matter are signed, firmware is signed, and modules hold cryptographic credentials tied to the vehicle. A module whose certificate is missing, expired or issued to a different vehicle is refused — not because it is broken, but because it cannot prove it belongs.
The single most useful consequence: a second-hand module from a breaker's yard will very often not work, and this is the code that says why. It carries another vehicle's identity. Where an older car would accept a matching part number, a modern one requires the module to be provisioned to this vehicle by somebody with access to the manufacturer's systems. A part that is mechanically and electronically perfect can be unusable, and that is worth knowing before it is bought rather than after.
The other causes are all versions of an interrupted or partial process:
- A module fitted but never coded to the vehicle — the step after fitting, not an optional formality.
- Programming interrupted, very often by voltage sagging mid-flash, which is why a battery support unit is standard practice.
- A software update applied to one module and not to the others it must agree with.
- Unauthorised or aftermarket software, which invalidates a signature by definition. A remap that the manufacturer's security does not recognise sets this code, and there is no way to have it both ways.
Nothing here is a wiring fault, which makes this code unusual in the corpus. The repair is a procedure carried out with the right access, and no amount of testing circuits will move it.
