Wat te doen
Tell whoever looks at it what the car actually does, because the code alone does not say which way the vanes are stuck — and the two possibilities need different repairs:
- Strong pull at low speed, then a sudden cut to reduced power means the vanes are stuck closed and the engine is overboosting to protect itself. Drive gently and avoid heavy throttle until it is fixed.
- Flat everywhere with black smoke means they are stuck open. Not damaging, but it will not improve on its own.
The word "low" in this code refers to the reading the sensor is sending, not to how much boost you have — so it is not a reliable guide on its own, and your description of the symptom is genuinely more useful than the code text.
Do not authorise a replacement turbocharger without asking what has been ruled out. The vane mechanism seizing with carbon, a failed actuator, or a broken linkage are all far commoner and far cheaper, and on many vehicles the actuator is available separately. Ask for the vanes to be commanded through their full travel on a scan tool while the actual position is graphed — that single test shows whether anything is moving at all.
And insist the actuator is recalibrated after any work on it. If that is skipped, the same code returns on a turbocharger that is now perfectly good, and the usual conclusion is that the new part was faulty.

The vane position feedback is pinned at the low end of its range and does not respond to commands. The module has moved the actuator through its travel and the reported position has not followed.
Read the word "low" carefully, because it does not mean what most people assume, and this is the single most useful thing on the page. It describes the number the sensor is reporting — the bottom of its electrical range — and not the amount of boost, and not a specific physical position of the vanes. Which end of the vane travel a manufacturer chooses to call zero is a design decision, and it is not consistent between them: some report position as percentage closed, some as percentage open, some as a percentage of commanded boost. So "stuck low" tells you the mechanism is pinned at one end of its travel. It does not, by itself, tell you which end.
That is not evasion — it is why the driving symptom is the reliable discriminator rather than the code text, and why reporting it accurately is worth more than any assumption drawn from the wording:
- Strong pull low down, then a sudden cut to limp mode means the vanes are stuck closed. A narrow passage accelerates exhaust gas onto the turbine, boost overshoots the target, and the engine protects itself. Overboost is the risk here.
- Nothing low down, flat everywhere, black smoke means the vanes are stuck open. The passage never narrows, so the turbine never spins up, and fuel goes in without the air to burn it.
How this differs from P2563 is the other thing worth being clear about, because they look similar and imply different repairs. A range/performance fault means the vanes moved but did not arrive — a mechanism stiff with carbon, an actuator that is weak, a linkage with play. A stuck fault means they did not move at all. So the balance of causes shifts toward the outright failures: a mechanism genuinely seized rather than merely stiffened, an actuator that has died, a linkage that has broken or come adrift, a vacuum supply that has failed completely rather than leaked slightly.
The diagnostic order from P2563 still holds — actuator and linkage, then the vane mechanism, then calibration, then the turbocharger — but the graphing test is what settles it fastest: command the vanes from one end of their travel to the other with a scan tool and watch commanded against actual. A trace that does not move at all confirms the code and localises the fault to the actuator or the mechanism in a single test.
And the calibration trap applies with full force. After any work on the turbo or actuator, the actuator must relearn its end stops. Skip it and the feedback disagrees with the command permanently, on a turbocharger that is now perfectly good — which is how a successful repair gets diagnosed as a failed one and a second turbo gets fitted.
