What to do

If the charging cable is locked in the car, look for the manual release before calling anybody — nearly every electric vehicle has one, usually a cord or lever in the boot or behind a panel near the charge port, and the handbook says where. Find yours now rather than when you need it. Never pull hard on a connector that has not released: the latch exists to stop a high-current connector being separated under load.

What this code means

The circuit driving the charge port's unlock actuator is faulty.

This is the code most likely to strand somebody's charging cable in their car, and the reason the latch exists is worth understanding before it happens.

While a vehicle is charging, the connector is locked into the inlet on purpose. It is not a convenience or an anti-theft feature — it is there because a DC connector may be carrying hundreds of amps, and pulling one apart under load draws an arc that damages both halves and can start a fire. So the car physically prevents the cable being removed until the current has stopped, and releases it afterwards.

When the unlock actuator fails, the cable stays locked in. If it is a public charge point's tethered cable, the car is attached to the charger. If it is the owner's own cable, they cannot leave with it. Either way the fault presents as being trapped rather than as a warning light.

Almost every vehicle has a mechanical release for exactly this, usually a cord or lever reached from inside the boot or through a panel near the inlet. It is worth finding out where yours is before you need it — the information is in the handbook, takes two minutes to look up, and is close to useless to discover while standing in the rain at a motorway services.
