If the car will not charge, try one different charge point and one different cable first — it costs nothing and it splits the problem in half. But this code points at the car rather than the network, and a pilot fault stops charging everywhere, so working through more public chargers will not help. Check the inlet itself for damage, water or debris before booking anything: it is outdoors, it is handled constantly, and bent or corroded pins are a real and repairable cause. Tell the workshop the pilot circuit is implicated — the pilot voltages can be measured directly and it goes straight to the answer.

The Control Pilot circuit is open or faulty — and this is the code that stops an electric car charging anywhere at all.

The Control Pilot is one pin in the charging connector, and it carries the entire conversation between the car and the charge point. No data bus, no network: one wire, and a convention both sides agree on.

How it works is worth knowing, because it makes the fault diagnosable rather than mysterious. The charge point puts a one-kilohertz square wave on the pilot line, swinging between plus and minus twelve volts. The width of that pulse is the message: its duty cycle tells the car how many amps it may draw. The car answers not by transmitting anything but by loading the line — switching resistors across it to pull the positive peak down in defined steps. Twelve volts means nothing is plugged in. Nine means a cable is connected but the car is not ready. Six means charge me now.

And the safety property that follows is the reason a pilot fault is absolute: the charge point will not energise the cable until it sees a valid answer. That is what keeps a charging lead lying on a wet driveway harmless. So a car that cannot hold up its end of this conversation cannot charge — not on this charger, not on any charger, and no amount of trying different sites will help.

Which is exactly the trap, because trying different sites is what everybody does. The fault is in the car, and it reads like the charging network being unreliable.

The consolation is that the whole exchange is measurable. A technician can see which voltage level the car is presenting and whether the station's pulse is arriving, and that single observation separates the car is not asking from the station is not offering — which is where the diagnosis actually begins.
