What to do

Ask whether the flaps were watched moving while the actuator was commanded — a sensor stuck in place and flaps seized in place produce the same code, and only one of them is a sensor problem.

What this code means

The flap position signal is electrically valid but implausible — most usefully, a position that does not change when the actuator is commanded to move.

That has two very different explanations and they are worth separating before anything is bought: the sensor has failed in place, or the flaps genuinely are not moving because they have seized. In the second case the sensor is reporting accurately and the fault is the carbon. Commanding the actuator through its travel while watching the reported position distinguishes them in a couple of minutes.
