The car is normal to drive and nothing is at risk. What you are likely to notice is air conditioning that is weak rather than dead — it cools, but not properly, and it may be better on some journeys than others.
On a hybrid or electric car, check whether the heating is affected too. The same valve is often part of the heat pump, so poor warmth in winter and poor cooling in summer can be one fault rather than two. Some electric cars will also charge more slowly on a rapid charger when this part of the system is unwell, because the battery is cooled through the same refrigerant.
It is worth resisting a regas. Weak cooling makes people assume the gas is low, and topping it up will not move a valve that is not opening properly — it just adds a bill ahead of the real diagnosis. A workshop can read the pressures on both sides of the system in a few minutes and tell the difference straight away.

The expansion valve is the metering point of the air conditioning circuit. It drops high-pressure liquid refrigerant to low pressure immediately before the evaporator, and how much it lets through is what decides how cold that evaporator gets.
On most cars that valve is purely mechanical — a sensing bulb on the evaporator outlet opens and closes it, with no wiring and no way to set a code at all. This code exists because the valve now has a motor on it. An electronically actuated expansion valve is driven by the climate module, usually as a stepper, so the module can command a specific opening rather than leaving it to a spring. That is what makes a heat pump and battery cooling possible: one refrigerant circuit serves the cabin evaporator, a chiller for the traction battery, and cabin heating when it runs backwards — with the valves deciding where the refrigerant goes and how hard it is worked.
"Performance" is the middle diagnosis, and reading it correctly is most of the value here. The circuit is not open, not shorted to ground and not shorted to power; each of those is a separate code in the same family. The wiring is intact and the module can reach the actuator. What is wrong is that the valve does not do what it is told — commanded to a position, it produces something else. That points at a mechanism rather than at a wire: a stepper losing steps, a valve stiff with debris or migrated compressor oil, or a feedback position that has drifted.
What the driver notices depends entirely on what the circuit was being asked to do, which is why one code presents so differently on two cars. Cooling that is weak rather than absent is the classic. On a vehicle with a heat pump, poor cabin heating in cold weather is just as likely, because the same valve sits in the heating path. And where that circuit also chills the traction battery, it can surface as slower rapid charging or reduced sustained performance in hot weather — with the cabin air conditioning working well enough that nobody suspects the climate system at all.
A regas is the wrong first move. A system genuinely short of refrigerant cools badly everywhere and consistently, while a metering fault is usually variable and depends on what is being demanded of it. Pressures read on both sides of the system separate the two in minutes, and are worth taking before anything is disconnected.
