Cell balancing is the maintenance a traction battery performs on itself, and understanding it explains most of what owners notice about an ageing pack.
Cells in a series string drift apart. They begin nearly identical, but tiny differences in internal resistance, temperature and self-discharge accumulate over thousands of cycles until some groups hold slightly more charge than others. And a series string is governed by its weakest member in both directions: the lowest group hits the discharge floor first and stops the car using the rest, the highest hits the charging ceiling first and stops the charge. So drift does not average out — it eats the pack's usable capacity from both ends.
Balancing corrects it, and on nearly every production car it does so by throwing energy away. A small resistor is switched across the fullest groups near the top of a charge, bleeding them down until the others catch up. It is slow — hundreds of milliamps against a pack measured in tens of amp-hours — which is why it happens over hours at the end of a charge, and why a car that is never charged to full may never balance at all.
These circuits are the switches that do it, and they are a different layer from the voltage sense circuits at P0B3B. Sense circuits measure; these act. A car can measure perfectly and be unable to do anything about what it finds.
This is the system-level verdict, and it is the more serious of the two kinds of balancing fault. The individual circuit codes at P0DAC onward say a particular balancing switch is broken. This one says the switches worked and the pack refused to come back into line — which points away from the balancing hardware and at the cells themselves.
A group that will not balance is usually a group that is genuinely failing. Balancing can correct drift; it cannot correct a group whose capacity has collapsed, because the problem is no longer how much charge it holds but how much it can hold. So this code is often the first hard evidence that a pack needs work rather than adjustment — and it is worth asking whether module-level replacement is supported before a whole pack is quoted.
One benign explanation deserves ruling out first: a car that is rarely charged to full. Balancing runs at the top of a charge, so a vehicle habitually charged to 80% may simply never have been given the opportunity. A few full charges will settle whether the pack can balance or not.
