A traction battery is liquid-cooled on most vehicles that have one, and its cooling circuit is entirely separate from the engine's. It runs cooler, it has its own pump, its own radiator or chiller, and its own reservoir — and the module needs to know there is coolant in it before it will let the pack work hard.

Which is why an open sensor circuit is treated seriously even though nothing has overheated. The module cannot confirm the pack can be cooled, so it protects the most expensive component in the vehicle: expect reduced power, reduced charging rate, or rapid-charging disabled. That is deliberate rather than a further fault.

The circuit itself fails in ordinary ways — an open wire, a corroded terminal, a sensor left unplugged after cooling system work. Check that it is connected before anything else, since this circuit is disturbed whenever the battery cooling system is serviced.

There is one thing here that matters more than the code and is worth knowing. High-voltage battery coolant is usually a specific low-conductivity fluid, chosen because it must not conduct electricity if it ever contacts live components.
