The car drives normally and the heated steering wheel will not work.

Try it on a genuinely cold morning before assuming it is broken. Many vehicles refuse to run the wheel heater above a certain outside temperature, or until the engine has been running for a moment, so a wheel that does nothing on a mild day may be working exactly as intended.

The important thing to check is whether anything else has stopped at the same time — particularly the horn, the steering wheel buttons, or the airbag warning light. Everything electrical that reaches the steering wheel goes through one coiled ribbon cable behind it, and when that fails it usually takes several of these together.

If the airbag light is on as well, treat that as the priority. A heated wheel is a comfort item you can live without; an airbag that may not deploy is not, and the two very often have the same single cause.

A heated steering wheel is a comfort feature with an awkward engineering problem behind it: the heater is in a part that rotates, and it draws real current. A heating element wrapped around the rim needs several amperes to warm a wheel in a reasonable time, and every ampere of it has to cross from the fixed column into the turning wheel.

That crossing is the clockspring, the same coiled flat ribbon described at U0212 — and it is the reason this code cross-references a far more serious one. The clockspring carries the airbag circuit, the horn, the wheel controls and, on an equipped vehicle, the wheel heater. A clockspring that has failed will usually take several of those with it, so a heated wheel that has stopped alongside a horn that does not work, or an airbag light that has come on, is one part rather than three faults.

That combination is the thing worth recognising, because a heated wheel on its own is a trivial complaint that people live with — while an airbag warning light in the same vehicle is not something to live with at all.

On vehicles where the heater is fed through a dedicated slip ring rather than the clockspring, the same logic applies to that ring: a rotating high-current contact wears, and wear shows as intermittent operation before it shows as none.

One genuinely benign explanation is worth eliminating first. Many vehicles inhibit the wheel heater above a certain ambient temperature or until the engine has been running briefly, so a wheel that does nothing on a mild day may be behaving exactly as designed. Testing it on a cold morning is free.
